                                                    1st February 2005 was a black Tuesday to the world democracy. On that day King Gyanendra dismissed the Sher Bahadur Deuba's government and grabbed absolute power and declared a state of emergency in Nepal. Dismissal of the government and the assumption of absolute control by the King over the country is a deadly blow to Nepal's struggle to emerge as a democracy. It will plunge the impecunious Himalayan Kingdom into a deeper crisis. The political leaders are under arrest; civil liberties have been severely curtailed and the army is out on the streets.


Nepal has traversed a long and tortuous journey full of ups and downs for the struggle of democracy. A new Constitution was promulgated in1959 in Nepal. In 1960, the Nepali Congress Government was dismissed by King Mahendra and banned all political parties. Ban on political parties was lifted only after three decades i.e. 1990. In the first general election in 1991, G.P. Koirala of Nepali Congress elected a& the Prime Minister. In 1994 G.P. Koirala was defeated in a no-confidence motion and Communist Government under the leadership of Manmohan Adhikari ushered in. It also fell soon. In 1996, the Maoist groups started insurgency and demanded the establishment of Communist republic. In 1999 King Birendra dissolved the Parliament again. Present King Gyanendra became the Constitutional monarch in June 2001 after his brother King Birendra and other royals were murdered at the Palace by a drink fuelled crown prince Dipendra who later shot himself. The Maoists stepped up their rebellion activities. In July 2004 Sher Bahadur Deuba became the Prime Minister, heading 11th government in 11 years. Deuba started talks with rebels. Talks failed. In November King Gyanendra declared state of emergency and declared Maoists a 'terrorist organization'. In October 2002 King Gyanendra sacked the Deuba Government and assumed all power and appointed his staunch follower Lokendra Bahadur Chand as Prime Minister. But in May 2003, Chand resigned due to the protests of Political parties. In June King appointed Surya Bahadur Thapa as Prime Minister. But Thapa also resigned due to protest by Political parties in May 2004. On 2nd June 2004 King Gyanendra reappointed Sher Bahadur Deuba as Prime Minister. Finally on 1st February 2005, Gyanendra sacked Prime Minister Deuba and declared emergency. The next day he formed a 10-member cabinet comprising his loyalists. The democratic movement of Nepal suffered much due to irrational rivalry between the political parties, intervention of Palace time and again and the ultra Violent activates of the rebels. Since the violence began in 1996, over 11,000 people have died. The struggle between the Monarchy and the political parties has created an impasse, which kept the country in fear and poverty. The current palace coup and the aftermath are worsening the plight of poor people of Nepal. The Political crisis created by the Maoists, the Constitutional crisis brought about by the King's action of declaring emergency and the socio-economic problem due to lack of vision, planning and development.


Once Nepal was a favourite tourist destination. Its topographical diversity, culture and religious and ethnic heterogeneity attracted many people allover the world to Nepal. Nepal is one of the richest countries-in the areas of water resources also. However, despite all these potentialities in the midst of very laborious, promising and hard working people, Nepal remains one of the poorest countries in the world. More than 50% of Nepali population is living in dire poverty. The unemployment is continuously expanding. More than 70% people are still illiterate. About 60% of Small and Medium industries have been closed down. Agriculture is still the major source of people's livelihood as more than 80% of the people are engaged in this sector. About 40% of the GDP of Nepal is coming from agriculture only. At the same time the disparity in the land distribution is very high due to the perpetuation of semi-feudalistic conditions. The 6% households still hold more than one third of cultivated land where as 40% hold just 9%. On the other hand. hardly 2% of the labour forces are employed by the manufacturing sector. Thus Nepal is still very backward and underdeveloped. In terms of human poverty index also Nepal remains on the top among the South Asian countries. The. Enigma of poverty and underdevelopment have prolonged because no attempts whatsoever has been made to abolish the present semi-feudal and semi-colonial conditions of the country. The failures of deliver the goods by the political parties and the poor socio economic conditions pushed the country into turmoil again and again. The All India Forward Bloc, the Party founded by Netaji Subhas Chandra Bose believes that a political stability and democracy can be achieved only through mass movements. We recognize the sacrifices and sufferings made by the ultra leftists for the cause of poor and downtrodden yet we are of the opinion that their extremely violent methods gave an opportunity to monarchy to massacre the democracy in the country: The All India Forward Bloc strongly condemns the 'Royal Coup' and expresses its serious concern over the Nepal development. The party demands immediate release of all Political leaders and to reestablish the multiparty democracy in Nepal. The All India Forward Bloc called upon the Government of India that New Delhi should not accept the palace Coup at any circumstances and to stop all Military aids to Nepal immediately. While supporting all movements for the restoration of democracy in Nepal, the All India Forward Bloc urges upon the democracy loving people of India to support all such movements to save our immediate neighbour from the clutches of anti-democratic forces, which we think strategically very important to our motheland. The party stands with the people in their struggle of People Vs Palace. Long live the friendship between the people of Nepal and India.
