TowardsSocialism

SOCIALISM IS THE FUTURE

Debabrata Biswas, M.P., General Secretary, AIFB

We have already completed six decades of our independence. Sixty years is a long period to evaluate the result of our hard earned independence. A vital question remain: freedom for whom? Who got maximum benefit out of this freedom? The situation and experience of rural India shows that the majority of Indian people have been deprived of enjoying the fruits of our Independence. The capitalist and the exploiting class got maximum benefit of this independence. We have formulated several schemes for the upliftment of the poor people and to make our country a welfare state. All the five year plans have been failed to deliver the goods on the contrary the condition of the poor people have been worsened further. The dreams and vision of our great freedom fighters have been shattered and a new India was emerged, which is exclusively meant for the affluent class of the society.

All our planning programmes are being influenced by the IMF, World Bank and Multi National Corporations. The imperialist forces have always interfered in one economic planning and blackmailed our ruling class. All the successive governments since independence have one way or other succumbed to the pressure of the imperialist masters. We just incorporated the word 'Socialism' in the constitution and proclaimed that we are following a mixed economy. Infact nobody knows what are the contents of this mixture. It is our experience says that virtually it is a capitalist model of economy, where the working class has no voice and nor role in the nation building process. They have no say in the economic planning. The finance minister will discuss with the representatives of CII, FICCI, ASSOCHAM and other corporate bodies prior to the budget and never considered the views of the working people and the farmers. Therefore, it is clear that, it is an economy for the capitalist and the exploiters, not for the general public.

The Indian rules are always proudly say that India is growing, India is shining and India is developing. Again the pertinent question is development for whom? The globalization of economy benefited only for certain families. Out 690 billionair families of the world there are 34 families are from our India! They are the real beneficiaries of this globalisation. In order to avail loan from the international financial institutions, we have blindly accepted the Structural Adjustment Programme of the World Bank. Accordingly we have started to denationalise our national assets one by one. All efforts have been unleashed to privatize the PSUs, which established by the blood and sweat of poor Indian people. The democratic rights of the people have been curtailed. Everything is under the control of market forces. The market economy is dictating all major economic policy frameworks. The market forces are exploiting the Indian masses without any mercy.

Due to the entry of the MNCs in the industry, agriculture and retail market, thousands of Small Scale Industries have been closed down, more than 1.5 lakh farmers have committed suicide and thousands of small shopkeepers have been thrown out of their livelihood. The entire primary employment sector is reeling under severe crisis. The growth rate in agriculture is declining, in industry it is in a stagnant position, and the whole infrastructural sector is targeted only for the capitalist growth. The only sector shows growth is the portfolio investment - the stock market - which cannot be considered as sustainable growth. Therefore the answer is that the model of Indian development meant for the development for the capitalists not for the poor, down trodden, and toiling masses.

It is unfortunate to say that, the CPI(M), the leading party of the Left movement of the country is also influenced by the temporary temptations of the globalizations. The two chief Ministers of CPI(M) Com. V.S. Achutanandan of Kerala and Com. Budhadeb Bhattacharjee of West Bengal spoke in different voices in the recently concluded NDC meeting about the economic policy and planning of the UPA government. It is imperative to remember here that this divergent views of two communist Chief Ministers came at a time the entire working class of our country are up in arms against the economic policy of the Union Government. This different views, and the capitalist oriented industrial policy of Com. Budhadeb Bhattacharya have created confusion among the working class politics. So far as I am concerned, the views expressed by Kerala Chief Minister is convencing as a left political activist. We cannot protect the interests of the working people while promoting TATA, Jindal, Mittal and Reliance. We cannot accept different view points in New Delhi and Kolkata. We cannot accuse the media if they called it hypocrisy. It we compromise with the capitalist and thereby the imperialists for temporary benefits, the posterity will not forgive us.

The statement of Com. Jyoti Basu, the senior leader of CPI(M) regarding socialism, capitalism and industrialization is a shocking news to the entire working class. Nodbody can subscribe this idea that if we want to establish socialism, we have to develop capitalism first. We are not against industrialization. We are not against industrialization. We are not against FDI or capital investment. But we must remember that capital and capitalism are different. The Left Front of West Bengal came into power knowing fully well that the state government has to work under a federal system and the sate has limited power to formulate its own development programme. But if we subscribe the same capitalist path of development envisaged by the Congress (I) at centre, what will be the difference between them and us?

The All India Forward Bloc, the party founded by Netaji Subhas Chandra Bose is of the firm opinion that 'Socialism is the Future. It is the only atternative to capitalism. We stand for 'Indian Socialism' as proclaimed by Netaji. We should learn lessons from different parts of the world about different form of socialism. Therefore we have to propagate that India should adopt its own form of socialism under its own conditions. The all India Forward Bloc is committed to rebuild India in Netaji's way.

(Excerpts from the speech made in a public meeting at Thirunakkara Maidan, Kottayam, Kerala on 5th January, 2008)

Editorial

Not Growth of Capitalism, but development of people is needed

A section of the CPI(M), particularly their West Bengal leadership, is, of late, very vocal to give a call for growth of capitalism. One such call in favour of capitalism from a left party and a long tradition of relentless struggle against imperialism and capitalism, must have adverse impact on the left image and the entire left movement of the country. In the midst of such ideological confusion, we must clarify our stand by categorically saying that ours is the struggle against capitalism and imperialism.

Surprisingly, Budhadeb Bhatacharya, Chief Minister of West Bengal, while giving this call was very particular about his choice of words. He reported to have said that we must now work for the growth of capitalism. It is not merely inviting capital --both indigenous and foreign capital - for industrialisation of the state, he goes one step forward by opting for the path of capitalism. We are sure the rearmed Chief Minister is definitely aware of the connotation of the term 'capitalism', which implies profiteering and exploitation. How can we recommend it for our people - one-fourth of whom are still below poverty line?

We must clarify that we are not opposed to industrialization. Netaji Subhas Chandra Bose in his historical Presidential address at Haripura Congress (1938) said that we need 'scientific agriculture' and 'industrialisation' as well for socialistic reconstruction of the country. And for this, he said we may need additional capital, which can be obtained by loan from 'inside' or 'outside'. In the present context, too, capital investment from private parties, indigenous and foreign, can be accepted. But this investment should always be guided in our own terms, mainly for new technology and employment. All these can not be averse to socialism. Hence, Bhattacharjee and his industry Minister Nirumpam Sen do not appear to be logical when they discard socialism and welcome capitalism in the our present context.

Moreover, the controversy mainly sun faced when the Chief Minister incharge to industrialistation at the cost of agriculture. Indiscriminant acquisition of fertile farmland and offering those to the capitalists or the foreign estate management groups to suit their choices will harm the interests of the poor farmers, as well as the country's food security. This will in turn adversely affect the extra purchasing power of rural community and squeeze the market for new industries.

It can not be denied that every investment should have some social role to play. Perhaps keeping this in mind, Bhattacharjee and Sen are trying to emphasise that their industrialization is mainly aimed at employment generation. If that be the main objective then labour - intensive industries should be have been selected. But that is not being done. Hence their industrial ventures are becoming 'jobless growth' to suit the interests of the capitalists. Their much publicized policy of 'growth of capitalism' will not help the development of the common people.

Alternatively, for the sake of employment generation, more emphasis should have been given for the growth small and cottage industries, agro based industries food processing industries and such other people - oriented interprises. In such cases, agriculture and industry could have gone hand in hand together, involving more number of people and creating much more employment prospect, as has already been proved in our country. Al over new ventures should be aimed at development of the people and involvement of the people. We need not then run after growth of capitalism and unreasonably try to discard our goal of socialism.

Congress Failure Allowing BJP Comeback

Dr. Barun Mukherjee, M.P.

The UPA government headed by Congress continues to be in power with the advantage of Left support from outside. But they have failed to reap the harvest by consolidating their forces through committed services to the people. They have on the other hand engaged their power and energies for the benefits and advantage of the richer section of the society and thereby alienating themselves from the poorer sections of the people. BJP could cunningly take advantage of the situation and exploited the grievances of the people in their favour. This, of course, does not mean in that the BJP is anti-rich or pro-people group. Rather both congress and BJP represent the two sides of the same coin. But BJP could successfully rally round then the poor people aggrieved by the misdeeds and failures of the congress in power. And this has obviously been reffered in the results of some Assembly election that took place recently. In the recent past BJP could not only retain their power in Gujrat, but also have gained in Himachal Pradesh by ousting Congress from power. Some was their history of winning power in Punjabi, Uttarkhand and Delhi corporation at the cost of congress in earlier election.

All these incident clearby indicate Congress failure to deliver the goods believing people's expectations. Congress has completed three years in power at the Centre. But they have miserably failed to contain the price-rise which have hard hit the people. Due to pro-rich economic policy of the Centre, the profitably of the traders, industrialists and corporate houses have steadily increased during these years, but the problem of unemployment and poverty continued to hit people all along. Farmers' suicide could not be restrained, but the biggest land-grab dive at the cost of millions of poor farmers continued to flourish through increasing number of SEZs. Corporate houses are being allowed free entry into retail trades and agribusiness so long run by small farmers. In consequence, millions of small traders and poor farmers are losing their meager means of livelihood Simply by marking the BHP-RSS as communal outfits, no more any fruitful dividend could not be accrued. Poor government and anti-people policy of the Congress party in power rather counted much to cause revers in election results.

But unfortunately, the vacuum caused due to congress failures could not be filled by the Left parties. Mainly due to organizational strength and lack unity amongst themselves and their failure to mobilize public opinion, the left parties could not play any decisive role in forming the alternate governments. And hence, a pro-rich party has been replaced by another pro-rich party. To justify their position in Indian politics as a whole, it is high time for the Left parties to rearness the political situation and forge on overall unity of the Left democratic secular progressive forces to project successful pepole's alternative.

Nandigram Firing is shame for Leftists :

We must continue our struggle against capitalism - imperialism

A mammoth rally of 40 thousand people was organized by AIFB, Bengal Committee a Nandigram (Dist. East Midnapur, Wes Bengal) on 23 December, 2007. People from all districts of the state reached Nandigram by walking in processions, and about 200 buses and 250 cars also joined them. About 100 decorated gates welcomed the people to reach the venue of the meeting at Sitananda College maidan. Com. Sankar Dutta presided over the meeting.

Com. Ashok Ghosh, General Secretary, Bengal Committee said in his speech that the shameful incident of police firing on 14th March 2007 was adequately opposed by the people of Nandigram, for which our party paid their respectful tributes to them. It was due to their consistent opposition and struggle, the Chief Minister Budhadeb Bhattacharjee was compelled to withdraw the government's proposed project of Chemical Hub from Nandigram and he had to express regrets for police firing. But Com. Ghosh asserted that the CM could not return the lives which were lost due to police firing. It was on the insistence of Forward Bloc, the CM accepted his responsibility for firing. But the CPI(M) party or the government did not keep their promise to restore law and order and peace in Nandigram through consistent social and political process. Due to this failure on the past on the part of the CPI (M) and the government, Forward Bloc took initiative to come to Nandigram and organized this meeting, where Forward Bloc demanded that the politics of violence initiated by CPI(M) must be stopped immediately and all the evicted people must be allowed to come back peacefully. Necessary social and political process must be initiated for the purpose. Com. Ashok Ghosh further declared that the party was committed to continue relentless struggle against capitalism - imperialism and Salims or TATAs will no more be allowed to grab farmland of the poor farmers. The other speakers at the meeting included Dr. Barun Mukherjee, M.P., Naren Chatterjee, Dr. Rathin Chakraborty, Naren Dey, Aparjitta Goppi, Hafiz Alam Sairani and others.

Forward Bloc calls for a white paper on Singur Tata Project

All India Forward Bloc Bengal Committee organized a huge rally on 6 January 2008, at Singur (Dist. Hooghly, West Bengal), where the state Government has allotted about 1000 acres of farm land to the TATAs for setting up their small car manufacturing unit. There had been wide-spread resentment among the farmers and the common people at large about the fishy way in which the government has allotted land to the TATAs at a considerably lowered price along with a bunch of exemption in taxes and fees and a lot of other facilities, none of which has been acquired from a lot of unwilling owners. In view of many such public grievances, Forward Bloc leader Com. Ashok Ghosh, while addressing the mammoth gathering at Singur, demanded of the government to publish a white paper disclosing the details of the terms of the agreement that they have entered into with the TATAs.

Com. Ghosh asserted that all that have been done at Singur or Nandigram were not the Left Front's programmes, but there were programmes imposed on the people by the CPI (M) party and its Chief Minister himself. These are matters of shame for a leftist party. Hence, to voice the protests of the people, Forward Bloc had organized this meeing at Singur, as it had done earlier at Nandigram. Forwad Bloc had consistently demanded that before allotting land for industries, a land-use map for the whole state must be prepared and that should be a guideline to determine where the new industries should be properly located. Unfortunately, the state government has failed to do that. People must be taken into confidence before launching any new project. But the CPI(M) has failed to do that, hence Forward is voicing the people's protest against that. Before acquiring the farm land at Singur, the government falsely declared that there were only one-crop land. But now I was revealed that there were highly fertile 4-crop-land. People have been deprived to grant lot of subsidies to the TATA's car factory must be shifted to places like Kalaikunda (of West Midnapore district) where a lot of non-farm land was available. Com. Ghosh further commented that the C.M. along with Jyoti Basu as well, was now saying hat the development should be done in capitalist way and we should denote ourselves for the growth of capitalism. This was utter deviation of Leftism. Forward Bloc strongly protests against it and vows to continue its struggle against capitalism and imperialism. Poor peasants' land must be safeguarded for the interest of the farmers and the               country as a whole .

AIFB Jammu & Kashmir State Council Meeting Held at Handwara

Revolutionary Patriotic Zeal Conquered the -7°c of Jammu & Kashmir

Not only the hills but also the entire roads and buildings in Srinangar and the roads towards Kupwara districts were covered with snow and the temperature gone below -7°C on 10th January, 2008. But the cold wave failed to resist the revolutionary zeal of the hundreds of patriotic people of Jammu and Kashmir who came from far flung areas to attend the state council meeting of All India Forward Bloc. Hundreds of young people participated in the rally from Handwara town to Environement Hall, where the council meeting held. All the ralliest were loudly raised the slogan 'Jai Hind', we will build Netaji's India' 'Indian Socialism Zindabad' etc. The local people enthusiastically watched the rally and spontaneously joined the rally.

The meeting was inaugurated by Com. Debabrata Biswas, M.P., General Secretary of All India Forward Bloc. While addressing the gathering Com. Biswas elaborately explained about the necessity of strengthening the party. He urged upon the activists of the party to make all efforts to bring back the misguided youngsters of the state into the main stream of the Kashmiri Society. The policies of the Central and state Government and their discriminative attitude towards the people of Kashmir are the main reason for the social unrest in the state of Jammu and Kashmir. The out side world of Jammu & Kashmir knows only that the state is reeling under terrorism. The outside world has not much information about the actual problems of the people of Jammu and Kashmir. The young people are wandering here and there without any job, corruption is eating all public money and the people are being denied to democratic rights. All the successive governments have failed to develop minimum infrastructural facilities for the general public. No industry is coming up in the state. The government is not investing a single penny for industrial purpose. Kashmir is a suitable state for agro-based industry. The valley is famous for world-class apple, saffron, spices and dry fruits. But due to lack of infrastructure the industrial potentiality of Jammu & Kashmir is still untapped. The Central Government should change its imperialist and capitalist mode of policy making. A people oriented approach is very much necessary for the over all development of the state. The government should take the people in to confidence while making all policy matters. The people should get proper opportunity to interfere the process of policy making. Com. Biswas emphatically said that only the Forward Bloc can protest the hard earned freedom of our motherland. Forward Bloc, the party founded by Netaji Subhas Chandra Bose will not compromise with the imperialist forces and their Indian agents.

While addressing the council, Com. G. Devarajan, National Secretary of the All India Forward Bloc explained about history and background of Forward Bloc. He said that whatever short comings there, Indian democracy is vibrant. The neighboring countries of India is still struggling for a democratic set up. The situation in Pakistan, Bangladesh, Nepal, Burma and Sri Lanka are shows that Indian democracy is strong enough to take any social challenge. But unfortunately in Jammu and Kashmir, all the human rights and fundamental rights of the common people are being violated by the police, military and administration. The young people are the direct victims of the terrorism. The unemployed youngsters are being misguided by the anti-national forces for their nefarious activities. The government of both state and central were mere spectators and not taking the concerns of the youngsters into consideration. Proper education, descent employment, adequate health care system are the basic demands of the people. It is a national shame that even after 60 years of our independence, all he successive governments have failed to provide minimum amenities to the poor people. A social struggle is needed. The Congress (I) and the BJP will not to come to save our motherland from the clutches of neo imperialism and capitalism. Because both these parties are the birds of same feather and the agents of capitalism. Only the All India Forward Bloc can protect our freedom and to establish a socialist pattern of society as envisaged by Netaji Subhas Chandra Bose.

Com. (Dr.) Murtaza Hussain, Minister of Agriculture Marketing and Disaster Management also addressed the gathering. He urged upon the members of All India Forward Bloc to take inspiration from the life and contribution of Netaji Subhas Chandra Bose.

Com. Gh. Mohiuddin Sheikh, General Secretary of All India Forward Bloc Jammu and Kashmir placed the organizational report. He explained about the organizational growth in different districts. He also narrated about the hardships are being faced by the party comrades and leaders from the police and the administration. The government is highly discriminative in providing adequate security to the political leaders and not creating democratic atmosphere for political activities. Com. Amir Geelani, General Secretary of All India Forward Bloc, Jammu and Kashmir explained about the problems of the Kashmiri youth. Com. Shahid Mansoor, AIYL Jammu and Kashmir State President, Com. Shakeel Geelani, Secretary AIYL, Com. Amjad, District Secretary of Bandipura, Com. Abdul Rehman district secretary of Baramulla, etc. also addressed the council meeting. The meeting has decided to send 10 delegates to the National Council meeting, which is scheduled to held at Nagpur from 15th to 17th February, 2008.
